Asbestos registers and older warehouse buildings
Safe Work Australia states the asbestos register trigger in terms of when a building was built or installed. The date is precise, and it differs in one jurisdiction. What we could not retrieve is the rest of the duty list, so this page covers the register and says where it stops.

What an asbestos register is
Safe Work Australia describes it as "a workplace safety management tool that records the location, type, condition and date of identification of all asbestos and asbestos containing materials at your workplace".
Four things recorded: where it is, what type, what condition, and when it was identified. It is a record about a building, kept at the building, and its function is to make sure the next person who drills, cuts, demolishes or renovates knows what is behind the surface before they start. That is a mundane purpose and it is exactly the point.
The trigger, stated precisely
The wording is: "If you are a person with management or control of a workplace building, structure or plant built or installed before 2004, or in Queensland built before 1990, you must ensure that an asbestos register is prepared and kept at the workplace."
Two dates, and the one-jurisdiction variation is real rather than cosmetic. The national position uses 2004; the date Safe Work Australia gives for Queensland is 1990. We have not seen an explanation of the difference and are not offering one.
The trigger is about the building, not about you. Whether your premises fall on one side of a date is a fact about the premises, established from records you or your landlord hold — and it is not something this page can determine. That is the whole reason the trigger is worth publishing and the conclusion is not.
- Register duty falls on the person with management or control of the workplace
- It attaches to buildings, structures and plant, not only to the building shell
- The trigger is a construction or installation date, checkable from records
What we could not retrieve
Safe Work Australia's fuller page on asbestos WHS duties refused to load on every attempt during our research. That means the duties beyond the register — identification requirements, removal licensing, air monitoring, clearance, management plan content — are not covered here, because we did not read them.
There is a version of this page that guesses at that list from general knowledge. It would be more useful and less trustworthy. What we can say honestly is that the register is one duty among several, that the others exist, and that your state or territory regulator publishes them for your jurisdiction. Going to that source directly is a better use of ten minutes than reading a summary of a page we could not open.
This is not the same as an assessment or a clearance
A register records what is known. Identifying what is present in a building is separate work, and removal, air monitoring and clearance are separate again, sitting under requirements we did not retrieve and are not describing here.
That is the boundary of what belongs here. Rackly is not the right source for asbestos assessment, and a page that started describing how to identify material in a building would be doing the thing this whole silo exists to avoid. The Code and regulator material for your jurisdiction is where that sits.
Why this comes up in racking work specifically
Older industrial buildings are exactly the population the trigger dates capture, and racking work is exactly the kind of work that disturbs surfaces. Drilling a slab or a wall to fix uprights, cutting into cladding, removing an old system: a dismantle and a removal with make-good both involve touching parts of a building nobody has touched in decades.
That is also why work involving or likely to involve disturbing asbestos is on the high risk construction work list, and why a safe work method statement can enter the picture on a racking project in an older shed when it would not on a new one.
For anyone assessing a building before committing to it, this belongs in the same conversation as what the building specification will actually support — and the person who answers it is someone competent to look, not a page describing the category.
Common questions
- Which buildings need an asbestos register?
- Safe Work Australia states the duty for a person with management or control of a workplace building, structure or plant built or installed before 2004, with a date of before 1990 applying in Queensland. Whether your premises fall inside that is a fact about your building, established from records rather than from a web page.
- Why is the date different in one state?
- Safe Work Australia's register page gives two dates: before 2004 as the national position, and before 1990 for Queensland. We did not retrieve an explanation of why they differ, so we are not offering one.
- What goes in an asbestos register?
- On Safe Work Australia's description, the location, type, condition and date of identification of all asbestos and asbestos containing materials at the workplace. It is a record kept at the site so that anyone about to disturb a surface knows what is there.
- What are the other asbestos duties?
- There are more than the register — identification, management planning, removal licensing, monitoring and clearance all sit in this area. The Safe Work Australia page setting them out would not load during our research, so we have not summarised them. Your state or territory regulator publishes the position that applies to you.
